Plymouth Repair: Plymouth Laser not starting, plymouth laser, dollors

Question
I have a 92' Plymouth Laser, I bought the car back in 2001, it's now 2004 and I think the car has ran a total of 4 months the whole time. The engine will turn over when I try to start it, but it will never start. I have checked to see if it's getting fire, it does in fact have spark! I then checked to see if it was pumping the gas up and again, gas is pumping just fine. I'm thinking maybe timing chain, or computer chip.
I have had this car to 3 different mech. none have been able to fix it as of yet. One did however say that if it was in fact my computer, I believe he referred to it as a ECM, that it would cost me about $1,200.oo to fix. Mind you that the car is worth about $300.oo. Would you agree that there is a chance it could be the timing chain, or am I completely off with my thinking ? Thanks in advance for your help! Amanda :)
