Pontiac Repair: 2003 Saturn wiper blade arm rests at 45% angle, crank arm, windshield wiper

2003 Saturn ION

So I had some issues with my drivers side wiper blade going too far off the edge of my windshield and would sometimes get caught over the edge.  A friend of mine suggested it was the windshield wiper linkage that was broken.  After picking up the part from a local wrecker.  We had a very difficult time getting the wiper blade arms off.  Both were very tight.  We ended up having to heat them, still no movement.  We then had to cut the post (on the old wiper linkage) below the arm to finally get the arms off to be able to install the new linkage.  Well when we went to put the old arms back on, we noticed the grooves in the holes of the arms were almost smooth.  But we thought if we make it tight enough the arms should still hold.  

SO now the arms can do what I believe is a full cycle up & down and give full coverage to the window, but the 0 rest point is at a 45% angle on my windshield when a cycle is complete.  If I turn the key off when the arms are at the bottom the rest position looks normal but as soon as I turn the key back on, the arms go back to the rest position at 45%.  If I take the arms off and put them back at a lower angle will this not mean the arms would then hit the base because they are trying to go lower than the rest point?

Is there a way of dialing them back so the rest point is in the normal horizontal position?

Very confused, but we expect rain soon so I plan to not touch them for a few days.

There is no special way to "time" the wipers on that car as long at you didn't take the crank arm off the motor it's just a matter of snapping the linkage onto the motor and away you go. If you did take the crank arm off the motor you out of luck. the motor comes with the crank arm on it and it's timed at the factory. It's is possible to time the arms wrong on the linkage and that is possable but other tyen that there is nothing on the linkage or the motor to time. I would suggest you get a new motor AC Delco and put a new motor on the "good Junk yard linkage you bought and you should be good to go. good luck :-}
