Pontiac Repair: 97 GP 3.8L-No injector pulse, blown fuses, injector pulse

Since I had too many follow-ups had to ask again; anyhow...PART of the problem is that my SCAN TOOL(AUTOXRAY5000) is not communicating with the car; that's why I'm back to the old school technique. I've worked on this car before on other issues and it always communicated fine. This time I get the message on my scanner screen "VEHICLE IS NOT RESPONDING". Could this be a sign to my main issue and I'm just not able to interpret it?

Could be the issue. will the scan tool communicate with the antilock brakes and the air bag module? if so it's not the scan tool or the dat line. if it will not communicate with the ECM that could be part of your issue. make sure this think doesn't have any blown fuses for the ECM
