He Brian:

Is this a SSE or SSEI? doe it have twilight sentinal lights? It's the switch by the head lamps switch if equipped? If you turn that switch to the off position do the lamps turn off? If so sounds like an issue with the auto lamps module or something to do with MaLL module or the RFA module. Do the dome lamps work when you open and close the door if you have the key in the ignition and open the door does the chime work? All of the modules mentiond are tied into each other so if one module is bad or getting a bad input it will send out bad info to other modules. Of al of these the Auto lamps module is the most likley cause but again if it's getting a bad input it not going to act correctly these modules are like a computer garbage in garbage out. What you need is a service manual for this car to test the auto lights module inputs and see what is going on there first and foremost. I have see the electrical connectors melt going into these modules and that cause issues like what you have. depending on the trim level of the car the module is either under dash by the steerin column or right behind the center floor heater duct.
good luck :)
