Pontiac Repair: 1997 Pontiac Sunfire, I have the trouble code, PLEASE HELP!, o2 sensors, pontiac sunfire

Okay, so I have been having quite the trouble with my '97 Sunfire. It is a 2.4 L manual transmission. When you press on the accelerator, the car bogs down, or hesitates. But when you press in the clutch and rev it up it will start to drive. (Almost like it is not getting enough gas) It also has a rough idle, the engine slightly shakes. I have the diagnostic code and it is P0132. O2 sensor Circuit High Voltage. I have replaced BOTH O2 sensors. I have also replaced these parts because we thought that they were causing the problem. I've replaced fuel pump, fuel filter, temp coolant sensor, cap, and I have ran fuel injector cleaner through my gas tank. But I am STILL having a problem. Sometimes, the check engine light will go off for a few days, then come on for a few days, vice versa. The car doesn't ALWAYS hesitate upon acceleration. What would cause the O2 sensors to keep throwing a code? We have replaced both of them. Why is it showing High Voltage?

even though you have installed fuel injector cleaner in the tank, you could still have a faulty injector dumping fuel, does the oil on the dipstick smell like fuel?  if so, you may need to have the injectors cleaned properly with a pressurized fuel injection cleaning system
