Pontiac Repair: Sunfire Problem, google search, adjustment mechanism

I noticed you dont specialize in transmission problems; however I'm not entirely sure I'm having a transmission problem.  As of recently my 1996 Sunfire 2.2L 3spd Auto will shift out of gear only at certain speeds and only when the car is at redline.  For instance as I put the car in drive it will only shift from 1st to 2nd @ 40mph at around 5700 - 6000 rpm and then again it wont shift from 2nd to third until it hits 60 mph at around 6000 rpm again.  Furthermore if I'm on the highway in 3rd gear at around 60mph if I slow down just a little to 50mph the transmission will downshift.  In addition if I'm between 2nd and 3rd waiting to speed up to get to 3rd gear the rev's will completely drop to 1000 rpm; until I completely apply my foot to the gas pedal to bring the revs back up to accelerate.  I was told by a neighbor that I need to adjust the TV Cable? or Kick Down Cable as he referred to it but I'm having trouble locating it and didn't want to mess with anything without another opinion.

well it can be the TV cable or the governer in the trasnmission sticking. They both control up shifts. The TV cable out of adjustment is a long shot usually they don't ever move out of adjustment! I'm lean maybe more towards the governer sticking. But you never know. There is a long drawn out process to adjust the TV cable. Do a google search and you will find the process in which to do this they are pretty much the same for every car but the adjustment mechanism on the cables are different from car to car. good luck :}
