Pontiac Repair: 99 Pontiac Wont Start, car wont start, car model

Sister In-Laws car wont start we've checked the starter and had it tested which it all passed, charged battery and is able to start another vehicle also put new ignition switch in.
Running out of solutions if anyone can help be appreciated.

What model car is this? I take it when you sat it will not start youmena it will not crank?? depending on what car model this is it could be a security system. some of the cars the security system disables the cars from cranking. some of the cars the car will crank start and stall right away. does the car have a security lamp that's on or is flashing?
