Pontiac Repair: AIR pump issues, air injection, check valves

Where is the relay for the secondary Air injection pump?  It keeps making my Service engine soon light come on.  I have replaced the AIR pump, it was full of water, its still coming on.  We have looked at a manual and under the hood.  The manual says its near the right horn.  Thanks for your help ahead of time.

What model car is this? the relay for them is in different spots depending on what engine/model car it is. If the pump was filled with water one or more of the check valves or shut off valves are leaking and the condensation from the exhaust is backing up into the AIR pump lines and filling the pump up with water.
