Answer
Hi Everrett:

First off NEVER put in a larger fuse than what it's marked for. You will find the short in no time when it melts the wiring in the car. IPC is insterment panle cluster "dash speedo" I have no idea what abcf socket is. What ever it is it only blows when the car is cranked over? Does it blow when you just turn the key to run? If it's just when the car is cranked that fuse has something to do with the starter circuit. If it blows in the run circuit it is something that is powerd up all tyhe time with the key on. I don't have access on the net to any wire diaragms back past 1998 So I can't tell you what else is on that fuse. You mya have to invest on a repair manual to see what else is on the fuse. It may be a component that's on the fuse or it's a wire chafed against something metal. It is like looking for a needle in a Hay stack! I hate looking for shorts. Once you get a repair manual look for all the componts that are on the fuse and unplug them all. and try again. If the furs doesn't blow try plugging each thing in gain untill it does. If it blows with everything unplugged then you have a pinched or chafed wire. Good luck :}
