Pontiac Repair: 12v outlet /cigarette lighter hookup, cell phone charger, fuse box

I have a cigarette lighter outlet w/o the lighter, it has a plug to cap it off. I'd like to know if and how to hook it up so I could use it for 12v power in case of emercency or to power a jump starter etc.

If the car has the outlet and the cap on it then it was hooked up at the factory it should have 12 volts and ground going to it. try plugging a cell phone charger into the outlet and see if it work If so you good. If not then you have to look further into it like maye the fuse is not in the fuse box or the fuse is blown Etc.. Rule of thumb if it's there in the car it's connected at the factory.
