Question
My wipers will only work on the fast setting, They do not work on the slow or intermittent setting. Is this a fuse problem or a motor problem.

I would suspect one of 2 things. I will say, it should be properly diagnosed before replacing parts....
The wiper motor cover (wiper module) MAY be at fault.
This contains the circuitry that controls power flow to the motor.
The wiper switch inside vehicle (aka the Multi function switch)
This is the 2 items.
Here is the diagnostics to assist in pinpointing problem...

Set the wiper switch to LO.
Backprobe from the wiper/washer switch connector C201, terminal E2, to ground with a DMM.
Does the voltage measure greater than the specified value?
1.0 V
