Pontiac Repair: 1996 Pontiac Grand AM SE 2.4L, digital volt meter, pontiac grand am

i have pretty-much the same problem with my 96' all of the instrument panel is not working; also my windows are hard to operate; some times it sounds like water rushing back and forward inside the dash board over the instrument panel. everything that could light-up in the dashboard is lit and if it is my instrument cluster assembly, where and how do i replace it. what part of the dashboard do i disassemble. where can i find instructions?

I would say you have some sort of a bad connection like a bad ground wire to the body or on the engine block. You could also have a charging system that is not putting out enough voltage or amperage and the low system voltage is causing all the lamps to come on and the windows to work slow. As for the water rushing noise I don't know what that could be unless the engine is low on coolant and there is air trapped inside the heater core. If this car has a lot of miles on it you could have an ignition switch starting to go bad wher  it's not powerring up the fuese fully. With the car running check the power at the fuese with a digital volt meter all of the fuese should have near battery voltage. if not you have high resistance in the power feed somewhere like a bad ignition switch. good luck :}
