Pontiac Repair: Over Reving of engine, throttle plate, throttle cable

My car is a 96 grand am manual engine and when i start the car it over revs continusly and when i stop at a stop sign it will also over rev.

What do you mean by over rev? Do you mean It idels to fast? And if it idles to fast how fast is to fast? What engine does this car have? I will assume it's a 4 cylinder. You may have a number of things going on.... First and foremost make sure the car doesn't have a sticking or binding gas pedal or throttle cable or throttle plate on the engine. the next thing would be to look for a vacccum leak of some sort either a hose may have come off or a hose may have split?? The hose to the vacuum brake booster is a likely source one of the elbows or hoses may be leaking. The hose for the MAP sensor on those engines has a tendency of leaking as well.
