Pontiac Repair: alternator wiring 2000 Pontiac Sunfire, powertrain control module, discount auto parts

I have a 2000 Pontiac Sunfire SE 2.2 2door.  I recently replaced the alternator and battery, only to find the new alternator not charging.  My battery voltage reads 12.65 with the vehicle not running, and I am showing 12.60 at the ring terminal that connects to the alternator.  The connector to my alternator has 2 wires populating it one is greenish-gray and is a ground, the other wire in the connector is red, but is not reading battery voltage.  I have read that the red wire in the alternator connector should read the save voltage as the battery.  I have checked all fuses inside the car and in the engine compartment fuse box.

My question is: Where does the red wire in the alternator connector lead to?  Is there a fuse able link hidden somewhere on this model car?

Note:  I have basic understanding of electrical, I am just having trouble tracing the wire through the engine compartment to find where it leads to.

The red wire is the L terminal output TO Alternator.
The gray wire is input TO the PCM.
The are controlled by the PCM (powertrain control module)
I would guess you have 1 of 2 problems
1) The wrong voltage regulator located inside the Alternator. I have seen this NUMEROUS times, especially on Alternator purchased from discount auto parts stores.
2) The PCM is at fault.  If the regulator is sending output to the PCM and the PCM is NOT commanding the L terminal on, it will not charge.
