Pontiac Repair: 98 Pontiac Transport, steering wheel lock, pontiac transport

I have not drove my Transport in over a year.  I'm trying to move it but I need to jump start it because the battery is dead. I cannot get the steering wheel to unlock.  I asked a mechanic what to do he said to turn it as tight as possible counterclockwise while turning the key.  Didn't work.  We've sprayed WD40 into the ignition.  No Luck! Any other suggestions?

There is 2 different steering columns, one has an Electronic Column Lock Module.
AS long as the key rotates in the key cylinder AND there is battery power to the module, it SHOULD release the Steering wheel lock pin. It is a mechanical action, but the voltage must be present to power the ignition switch.
If it is the manual column, the key switch may not be rotating the lock pin rack to release it, or the rack could be broken or froze up. (This is the kind you can jiggle the steering wheel while rotating the key and getting it to "free up" like your mechanic said to do)
I would take the battery out, and go get it charged to full capacity or just replace the battery,  then attempt to start it/unlock wheel.
