Pontiac Repair: R&R cylinder head, diagnostic fee, water outlet

I have a 2000 Grand Am (2.4L Automatic). I broke a bolt off in the Cylinder head, trying to replace the "Water Outlet". I took it to a shop and they tell me that they cannot get the bolt out and that they will have to remove the head, send it to a machine shop and re-install it. My question is: How long should this take? Since they are charging by the hour. They told me around $1500.00 just in labor, I was just wondering if they are taking me for a ride? I was able to drive it in, but now I cannot drive it out unless I pay them almost $2000.00 total. Just looking for some advice.

A Few things I do not quite understand, so correct me here.
Has the work already been done?
If not I personally do not see why you could not pay a "diagnostic fee" or something and be able to take your car and take it somewheres else for a second opinion. If they spent time and the vehicle IS NOT FIXED for $2000, I would say you DO NOT owe them (going on your story and my experience).
If the work HAS been done AND you approved, then you do owe them for services.
If the work was done without your approval, I would get a lawyer.
Depending on labor rate in your area, 1500.00 MAY be close.
The book calls for 14 hours to do job. An extra hour or so MAY be added. That would be say 15 hours. If the labor rate in your area is 100.00 an hour....Thats correct.
I do not see why the bolt cannot be drilled, and extracted OR even drilled and retapped for a new bolt.
Thats just my opinion.
As stated, the book calls for 14 hours for job, and depending on the machine shops back log or business, I would guess 3 days total. (Like drop off Monday AM and pick up Wed PM) again, depending on machine shop.
All this is JUST personal experience and opinion.
If in doubt and you feel like your getting rooked, check with the BBB, a lawyer, Chamber of Commerce something like that.
