RV Repair: Truck Slide In- Pop up Camper, pop up camper, l bracket

The back corners on my 1994 Fleetwood Elkhorn Slide In/Pop Up Camper have rotted out.  I pulled everything apart and rebuilt the corners.  Now that I am reattaching the corner support bars I noticed that the L-bracket does not rotate in the pipe, there is a solid metal rod that attach's to the L-bracket and then inserts into the pipe into what appears to be a bearing.  There is Pivot point at the other end of the pipe and it seems like this L-bracket should pivot as well.  Am I wrong?  Or, does this pipe need to be replaced?

Eddie, Can you send me a picture of what you are talking about. If you can send it to hunter42558@sbcglobal.net and I will get back with you when I know exactly what you are talking about. Some brackets swing away and some don't. The ones that do are because of trucks with dual rear tires. Thanks, Bill
