Saturn Repair: 99 sl1 manual shift rpms, excessive vibration, pollution control

Hi,

I just bought a 99 sl1 with a manual transmission.  When shifting the engine rpms take an excessivly long time to come back down.  I found on google that this is for polution control reasons.  Is there anything I can do to prevent such sluggish shifting?

 Every Saturn manual transmission that I've driven takes a long time to "come down".  I don't think that it's for pollution control reasons.  I believe that any sudden reduction in RPM, with that small of an engine, would cause excessive vibration and possibly bad long-term effects.  That little engine just doesn't have enough "rolling mass" to take a sudden reduction in RPM.  Hope this helps.
