I can't turn the fly wheel by hand when I have disconnected the spark Plug.

Did you remove the spark plug from the engine?  

With the spark plug removed, you should be able to spin the engine by hand.  If the spark plug is removed, and you can spin the engine by hand then the starter will not be able to spin the engine.
