Small Engines (Lawn Mowers, etc.): toro lawn mower trouble shoot

my toro driving lawn motor series 200001707 mode 70044 will not engage in neutral and it looks like my pully belt is off the puly.  would this keep the mower from engaging in neutral.  note the mower still cuts

If the belt is off the pulley, and the engine is running, the you may not be able to shift in to neutral.

If the mower is off then you should be able to rock the mower back and forth to get the mower to shift into neutral.

I would with remove the belt completely or re-install and see if it shifts into neutral.
