Small Engines (Lawn Mowers, etc.): Honda ex650 throttle problems

my throttle runs wide open and I have pretty much came to the conclusion it has to be internal. I have adjusted the governor arm and cleaned the carb multiple times and the same thing persists. What does right look like in one of these engines? is there a way to check to see if it is bad before I go in? thanks in advance!

You will have to split the engine to replace any of the internal governor parts.
