Small Engines (Lawn Mowers, etc.): 14.5 hp brigs valve adjustment

engine locks up on compression when attempting to start.If I rotate engine off compression manually unit will roll over and start with starter.  I was told that the valve adjustment is too tight.  Please give me valve adjustment specs.
