Small Engines (Lawn Mowers, etc.): BlackandDecker electric CMM1200 key

I acquired this 240 volt unit and it dose not start after recharging.  I don't know if it has a safety key in the unit or even where it should be if it's there.  could you clue me in as to where this start key is supposed to be?  thanks much.

There is a automatic resetting circuit breaker but it is difficult to access.

Do you have a volt meter?  Did the mower work the last time you used it?  When was the last time the mower was used (running)?
