I have a Chuck Wagon UTV that has a 11hp Honda engine on it When it idles it runs up and down fast then slow the governor arm keeps moving back and forward causing the idle to go up and down the Question is how do i adjust the governor?

Most likely not the governor.  You need to remove, dis-assemble and clean the carb first.  Blow compressed air from an air compressor through all the carb holes then spray carb cleaner through all the holes.  Blow with compressed air again.

Re-assemble and test operation.
