Small Engines (Lawn Mowers, etc.): carburator adjustment, carburetor adjustment, adjustment screw

I have a Troybilt TB144 cultivator and need to know if I tighten  the carburetor adjustment screw all the way down, how many turns out will it take to get back to factory setting.

Hi Robert

I would completely  withdraw the needle  from the rotary barrell  , then re-insert needle back in so that it just engages the  thread ,then turn it in 12 -13 turns from the point that  the mixture screw engaged the thread on the rotary barrell valve , this is the base  setting

make running adjustments in 1/8 turn incrediments   with engine at fast idle , then adjust mixture clockwise  so that engine  runs at its fastest at that idle  setting , then adjust the mixture another 1/4 turn counter-clockwise  to richen up and slow it down a little  

presume this carb  is a wyl or wym carb  ?    unit being a 4 stroke
