Small Engines (Lawn Mowers, etc.): 1945-1951 Montgomery Ward Tiller, decent system, new spark

Question
Montgomery Ward Tiller  Mdl# WMCBKNLZZ076  Ctlg# 2604781
I am currently trying to repair a Montgomery Ward Tiller (1945-1951 not sure exact date) and right now I am having a problem getting it to start. Now so far the beast as I refer to as generates a spark, however the spark does not seem to travel through the spark plug even though it is a brand new spark plug.

Answer
The link below contains a decent system of ignition system operation.

The best method to test the ignition system is with an inline tester with a .166 gap.  However, 90% of the time you can get by with just using the spark plug for testing the ignition.

Do you have a Briggs, Tecumseh or Clinton engine on the tiller?  Have you set or gapped the igntion points?
