Small Engines (Lawn Mowers, etc.): spped control linkage assembly, overhead valve engines, tecumsah

Question
How do you hook-up the extension spring and governor link from the throttle lever to governor? These springs fell off. I have only two items to hook-up, am I missing any?  The engine is a Tecumsah OHSK70-72502B.  Engine Family VTP 195-UIGIRD.  I thought I hooked them up properly; but when I push the throttle lever up to the max rpm and then try to bring the rpm down using the throttle lever, the lever only moves about 1/2 an inch before the engine shuts off.  It seems that there is too little movement in the control handle leading me to think I hooked up the springs incorrectly.

Thanks you for your help,
Peter

I believe I may be of some help here. - from the carburetor there is a linkage that goes to a governor arm. It does not especially matter a great deal which hole in the governor arm
usually the outermost hole then you will have a linkage or a spring from the governor arm going to the throttle control that mounts on engine.
Here is a link for some help
