ben my problem is i can be mowing the moter runing good then it will fall on its face loses power i turn the pto off idle it down wait a couple seconds rev it back up it might be find then again it might still have lack of power most of the time i can mow the yard with it only doing this two or three times some times it wont due it at all

Sounds like you may a few problems 1) being a carburetor needs cleaning as it sounds like it may be starving for fuel.
The Other may be the Governor how the Governor works is when your engine starts to get a heavy load on it the Governor will start to increase the throttle to compensate for the load and then as it catches up it will decrease the throttle, Check to see if the carburetor float bowl has dirt in it if looks clean then make sure the Governor has all the springs still working and not stretched out.
