Small Engines (Lawn Mowers, etc.): Toro Mower Starter/Motor, recoil starter, starter cord

Hi I have a Toro 20075, 22in Recycler Lawn Mower, 2007. It has been working great for me for the past 4-5 years but recently stopped starting a few days ago. When I pull the starter cord, it pulls very easily. The recoil system is working fine, the pull cord is easily being pulled right back into the starter. I opened up the mower to see what is wrong and it seems as if the starter is not able to latch on to the part under it (the flywheel?). As the starter is turning, the part under is not, causing there to be basically no tension on the pull cord and no motor starting at all. Is there any part I am missing/ can this be fixed? Do the starter pawls come out of the starter pulley when you pulley the string?  If not, are they stuck/siezed?

If you have a metal pin holding the starter together I'd recommend replacing the whole starter assebmly...pretty cheap and very easy to do.
