Small Engines (Lawn Mowers, etc.): streaker go cart 6.0 tec engine, safety switch, priming

it has been sitting for a year picked it up it ran when she parked it not very good ok im starting with new gas i put my finger in the plug wire and pulled it did not shock me i just started kill swith looks like a ground wire the on off on the engine is it - in or 0 in to start no fire where do i go from here please help

I would start with the ignition system.  Remove the starter cover shroud to access the ignition module (coil).  There will be one small wire connected to the coil.

Dis-connect the small wire and check for spark.  If you have spark the coil is good and the shut-off switch or a safety switch is the problem.

Once you know you have spark you can try to start the engine by priming with fuel or starting fluid.  If it tries to start by priming but will not continue to run you know you have a carb problem.
