Small Engines (Lawn Mowers, etc.): Honda 1994 Model 4518 Rider, honda 4518, clutch cable

Picked up Honda 4518 rider from its annual tune up. While cutting the lawn the engine area smoked and produced that rubber type burning smell (actually was the clutch, I'm told) and the PTO blade engagement lever, when reapplied, did not engage the blades.The PTO belt would not get in motion ... New belts (2) installed, clutch cable adjusted from normal position to tightest position, but I'm told that the clutch pressure is not strong enough,the belt does not turn when engaged.   Is that it? Is the clutch shot? Prohibitive to repair?..is their something else to try? Great machine, always has run like a top! John  Bridgers helped me once before on your website. Great job guys.

There are a lot of parts in the clutch that could be wore causing the problem. Clutch part diagram link:

Is it possible the clutch cable is stretch too much that the adjustment is not working right?

Are the deck jack shaft bearing (blade bearings) moving freely?  A wore or bad bearing could be creating too much friction for the belt to turn the blades.
