Small Engines (Lawn Mowers, etc.): John Deere L100, air fuel mixture, evail

I can start and idle on choke but as soon as I try to throttle up the mower sputters and dies. I've removed and cleaned th carb with carb cleaner and also replaced the fuel filter and put in brand new fuel with a fuel dryer to clean also. The solenoid on the bottom seems to be working properly and I also cleaned the bowl but to no evail. What more should I try? Also the arm for what looks like the air/fuel mixture does not move at all so the level on top of the carb is no where close to making contact with the adjustment screw, can this be a problem if this is wide open at all times?

Answer
With the air filter off, can you hold you hand over the carb throat and get the engine to run at full speed?  You may have to let some air in by lifting your hand to keep the engine running.  You need to determine if the carb is running lean or maybe too rich.
