Small Engines (Lawn Mowers, etc.): carburetor flooding, gravity fed, asoo

Question
I have a kawasaki fd750d asoo water cooled mower engine, the carburetor was flooding so it was replaced and the repairman now says a part that tells it when to shut off is not working properly a type of sending unit? Could this be a fuel shut off solenoid? He is not too clear and I do not think he knows,I will have to shut off the fuel line to start the engine turn back on the fuel and it is supposed to run properly then. If you have any ideas please help I am very upset that I have spend so much money and it isn't right yet.

The fuel solenoid is what shuts the fuel off from the carburetor. This prevents after burn like when the engine shuts down the left over fuel will back fire in the carburetor. Also this will prevent flooding as the fuel tank has a gravity fed tank so the fuel is always being pushed to the carb causing flooding. If i was you I would get a new repairman maybe someone who knows small engines.
