Eric, I have a Snapper mower that will not start . I found that the carb is flooding the engine . Do I need to rebuild it or what can I do ? The engine is a WIsconsin Robin MOD WI- 145v  spec# 800456   Would it help to take the carb apart and clean it? What would a rebuild kit cost for this ?

I would start by removing, dis-assembling and cleaning the carburetor with compressed air from an air compressor and spray can carb cleaner.  Inspect the inlet needle and make sure the float is not cracked or leaking.

Does the engine have a fuel shut-off valve?
