Small Engines (Lawn Mowers, etc.): Honda FG100 Tiller GX31 Carb leak, honda fg100, honda rototiller

Question
I cleaned the primer bulb on the carb.  Put it all back together (no gaskets or O-rings).  There is a leak between the brass Primer Bulb bracket/housing and the plastic spacer/housing a red rubber something.

I've taken it apart and reassembled it three times.  The parts will only fit one way.
