ANSWER: Is the solenoid bolted to the mower or the enigne?

Is there 12 volts on the soleniod exciter when the key is in the off or run position?  There should only be power on the exciter when trying to start the mower.

Is there 12 volts DC on the large battery cable on the battery cable side of the solenoid when the switch is in the off, run and start position?

QUESTION: solenoid is bolted to mower

to make sure    which is the exciter wire on solenoid. I just want to make sure we are talking about the same wire. The wire I am refering to is the green wire in the picture I sent you or the same wire the large cable wire that goes to the starter is attached to.There is power when key is in run position.

there is 12v on large battery cable on battery cable on all 3 positions when off run and start

yes 12v on large cable of solenoid which connects to starter when key is in run or start position

ANSWER: The exciter wire should be a small wire conntected to the small post or terminal on the side of the solenoid.  The exciter will not be connected to the battery cables.

When the key is in the run position there should NOT be 12 volts DC on the starter cable side of the solenoid.  There should only be voltage present on the starter side of the solenoid when the key is in the start position.

Can you attach another picture of the solenoid and wires you have connected.

QUESTION: on solenoid....yellow wire(exciter) goes to pto switch
white wire goes to amps meter
green wire goes to lights

there is 12v on starter  side of solenoid in both run and start positions

Answer
The yellow wire is connected to the solenoid exciter post.

Is the white wire the starter or battery side of the solenoid?  Looks like the battery side.

Is there 12 volts on the yellow wire with the key in the off, run and/or start position?  There should only be power on the exciter post when then key in in the START position.

Let me know.
