Small Engines (Lawn Mowers, etc.): Remove Auger Pulley Toro Snowthrower, head bolts, set screws

2006, Toro, Power Max 826LE Snowthrower, Model No. 38622.
I am trying to remove the auger pulley to replace the bearing on the shaft.  I have removed the 2 square head bolts that hold the pulley to the shaft, but the pulley will not move. Is there something that I need to do or should it just slide off?

Were there 2 pulley set screws?  Most likely the pulley is just stuck on the shaft.  Have you tried spraying the pulley and shaft with penetrating oil to loosen to stuck parts?  Do you have a large gear puller?  Be careful using a gear puller as the pulley bends easy.
