Small Engines (Lawn Mowers, etc.): Toro 14.38hxl model 71217, check oil level, excessive loading

Hi there.
Our ride on mower has always been very good at going up hills around our yard until recently. It still gets around on the flat areas ok, but when faced with a hill it really struggles. I have had a guy look at it but with out a repair manual he is unable to repair it. He seems to think it may have something to do with the fluid level. Some advice on what the problem could be would be great, thanks.

SYMPTOM - LOW POWER GOING UP HILLS
POSSIBLE CAUSE CORRECTIVE ACTION
-Check engine RPM -Adjust to correct setting
-Check drive belt & pulleys -Repair or replace
-Check oil level & condition -Fill to proper level or change oil
-Check for excessive loading -Reduce vehicle loading
-Check brake setting -Adjust brake to proper setting
-Check for loose parts -Repair or replace loose parts
-Check bypass valve linkage operation -Repair or replace linkage
