Small Engines (Lawn Mowers, etc.): Plastic Float, float bowl, tiller

My Poulan tiller with a B&S engine started just fine the first season I used it. The next season it wouldn't start. My BIL is a mechanic. After checking it out, he determined that the plastic float was riding too high and blocking fuel from getting to the engine. He did something and got the tiller going, but I don't remember what. This year I moved, and he's no longer my BIL, but the tiller won't start again this year. Fuel is getting to the carb, there's spark, but the fuel isn't getting to the engine. How do I fix this issue? Thanks.

What you need to do is remove the carburetor and take the float bowl off. Then make sure the float is level by the turning the carburetor upside down then adjust the float by pushing down on the float tab don't push down too hard as you may damage the float seat.
