Small Engines (Lawn Mowers, etc.): KOHLER SV470-610 RIDE LAWNMOWER ENGINE, starter solenoid, starter battery

JUST LIKE ABOVE ENGINE JUST QUIT.  CONNECTOR TO LIGHTS IS FRIED AGAINST EXHAUST.  STARTER IS DEAD, BUT REMOVED IT AND APPLIED EXTERNAL 12V AND IT SPUN-UP.  MUST BE SHORTED SOMEWHERE BETWEEN LIGHTING CONNECTOR AND STARTER?  BATTERY MEASURES 12V.

So the starter spins off the engine but will not spin when installed on the engine.  Is this correct?  If so then most likely there is an issue with the mowers wiring, probably a safety switch or the light circuit is preventing 12 volts DC from reaching the small wire on the starter solenoid.  

There is also a fuse in the mowers wire harness.  Is the fuse blown?
