Small Engines (Lawn Mowers, etc.): Sears/Tecumseh Engine Issues, tecumseh engine, questoins


Question
I recently purchased an old Bird Engineering Go-Cart that is equipped with a Craftsman/ Tecumseh Engine Model 143-591032.  Some one has muddled around with the carburetor screw settings and the engine will not fire at all (it may sputter a few times but then quits).  Any idea what the factory settings for the two screws are?  What does each screw do?  Last but not least what's the best way to get it from not running to running well?  I guess that means a procedure for adjustments of these screws.
The spark pug is firing.
Any help would be greatly appreciated - there a young man itching to ride!
