Small Engines (Lawn Mowers, etc.): Honda Inverter/Generator runs but low power, electronic throttle control, light blub

I have a Honda EU1000i that runs sort of slow and is not putting out enough electricity. A neighbor in need borrowed it and returned it in this condition. I changed the gas, oil, spark plug and cleaned out the carb with carb cleaner. It puts out a little juice to run a light blub, for example, but not enough juice to run a small electric drill. When I emptied the gas from the generator, it was discolored -- almost a dark copper color. But I would think after emptying it, things should have returned to normal. I added some Sea Foam to the mix as well. Also, the Enviromental switch which lowers the rpms when not in demand is not functioning.  What do you suggest?

Are you sure the carburetor butterfly shaft is not sticky from the old fuel.  A sticky shaft can can excess binding preventing the governor from properly working.

Does your unit have electronic throttle control motor?

The ECO throttle control (electronic governor) works through the throttle control motor on top of the carb. Remove the electrical connector on the throttle control motor. On the motor terminal you can measure the resistance to determine if it is functional. The pin closest to you is 1 and the one farthest away is 5.

Between 1 and 3 should be 50-70 ohms
Between 2 and 4 should be 50-70 ohms

If the resistance is outside the above range, you need to replace the motor.

Operational check:

At Stop: the throttle arm returns to the full open position

At Start: the throttle arm moves from the full open position to the full closed position

Let me know if the ECO checks good.
