Small Engines (Lawn Mowers, etc.): Honda OHC 160/wont start no compression, honda mower, crank case

QUESTION: I received this Honda mower.  Don't think the engine is seized because I can rope pull or blade turn the engine over.  The pull is hard and steady.  Doesn't appear to have any compression - just a slow and hard pull.  Was wondering about the head gasket.  I also think the previous owner over filled the crank case.  I got more oil out than I expected.  Any ideas would be appreciated.  Thanks..

ANSWER: Remove the spark plug and see if the engine turns over easy.  Next, remove the valve cover and see if the valves are working.

QUESTION: Eric:
I removed the spark plug - same result - does not turn over easily.  Removed the value cover.  Will check the valves tomorrow - Monday.  the engine is  OHC not OHV - sorry about that.

Is there anything binding under the deck or other external part?  If the engine is difficult to turn over with the spark plug removed and there are no external parts binding then the connecting rod or piston may be damaged.  If an internal part is damaged it may not be cost effective to repair.
