Small Engines (Lawn Mowers, etc.): 26Hp Intek V-twin (446777), v twin, intek

I just replaced the crankcase gasket and seal on a 26Hp Intek V-twin (446777). I'm a newbe but it didn't look too terribly difficult so I figured I'd just dive into it.  Everything went very smooth on the disassembly and reassembly but once back together the engine now runs wide open when I fire it up.  I figure it has to do with the governor actuator shaft and how it's placed on the gear governor.   This was actually the only thing I wasn't exactly sure of during reassembly because when I pulled the crankcase cover off I couldn't see how it was lined up. Looking at it when the cover was off I didn't see any way I could mess it up when putting it back together - guess I was wrong.  The crank governor  (part 616 on page 6) only moves a little bit as it sits right now http://www.odref.com/briggsandstratton/model-44/446700-ms5195-0503.pdf .  I've turned it clockwise and counter clockwise with the engine running but it doesn't have any effect.  How does the crank governor interact with the gear governor (part 219 page 6)?  I've read through the thread John answered a few years backhttp://en.allexperts.com/q/Small-Engines-Lawn-1746/26Hp-Intek-V-Twin.htm which describes my problem to a "T".   I didn't mess at all with the gear governor so I'm a perplexed as to what I could have done wrong.  Any help you could provide would be greatly appreciated.
