Small Engines (Lawn Mowers, etc.): 9 hp Briggs and stratton wont run, briggs and stratton, hp briggs

Question
QUESTION: I have a 9 hp Briggs and Stratton motor on my Snapper rear engine that did not start for me. Finally got it started, but had to do it with the throttle set to fast, no choke, then it was idling slowly, as if it was not getting enough gas.

I pulled the carb, and it was dirty, cleaned and replaced it with no improvement.

Model- 28B702
Type- 1154-E1
code- 99110320

ANSWER: Is the fuel filter clogged?  Did you blow compressed air, from an air compressor, through all the carburetor orfices?

Do you have any needle adjustments on your carb?

QUESTION: Fuel filter is not clogged, and I did blow compressed air through all carb orifices. There is one screw on the side of the carb that can be adjusted. I removed it and cleaned beneath it. The problem seems to have come up all of a sudden. The mower worked fine two weeks ago, and would not run right when I tried starting it last week.

The carb seems to be clean now, at any rate. If there is any trash, it is where I cannot see.

It seemed that I was getting an irregular spark yesterday. I replaced the coil, with no improvement. (the spark plug wire was cut anyway, so replacing it seemed like a good idea)

Answer
Does you fuel tank cap have screw on top of it?  I have had to clean carbs a couple of times to get them to run.  I have also had fuel tank caps not vent which would starve the fuel from the carb.

What is the 5 digit Snapper model number?  The number is located on a sticker, about the size of a business card, usually located on the rear of the mower.  I'd like to check to see if it has an interlock safety module.
