Small Engines (Lawn Mowers, etc.): Electrical - 1998 Scotts Lawn Tractor, female neighbor, safety switches

Hi Ben-  I've been trying to get a 1998 Scoot's (made by JD) 17hp lawn tractor going for a single female neighbor.  It is completely dead even with a new battery.  The tractor sat for about 10 years and had mice nests in it.  Everything is cleaned out.  A direct jumper line from the positive side of the battery to the starter made the engine turn over.  But using the key nothing happens.  All wires seem to be intact.  One fuse I found is fine.  Connections appear good.  The tractor is in great shape and has low hours on it.  I've attached and detached the safety seat connection.  I do not have the owner's manual.  I would appreciate your thoughts.  Thank You-

There are other safety switches on this tractor there is 1 for the brakes,1 for the
PTO (Blade Engage)back then they only used them 3,Some may have a reverse switch that wont let you go in reverse.Check to see if there are other fuses.Also recheck the fuse it may look good but it may be bad sitting in that link for 10 years Best bet is install a new one.If you give me the tractors model number and serial number I maybe able to find you a wiring diagram.
