Small Engines (Lawn Mowers, etc.): Mower blade, brake disc, mtd

I have a MTD riding mower model number 134R699G205 and when ever I go to start it the blade spins as if it was engaged.  The deck lever is in the upmost position.  I was wondering if you might know what the problem is.

Are the brake discs wore out?  MTD part number 09322  Brake Disc.

Is the deck belt wore and causing the problem?  Have you checked the blade quill assemblies and pulleys to make sure they are not wore?

Check the deck pulley brake discs first, then the belt and finally the quill assemblies.
