Small Engines (Lawn Mowers, etc.): Toro GTS 6.5 self propel problem, tune ups, shift fork

Hello, I was mowing my lawn today and realized I was having to push my Toro Recycler (model 20007).  I took off the cover for the pulley/belt for the front axle and it wasn't engaging.  I thought the belt might need to be replace because it seemed loose, so picked up a new one. However, this did not resolve the problem.  I believe the cable is fine,although it could be tighter.  I had the cover off and the flywheel was engaged but the front wheels would only occasionally spin a few times and then stop.  I am wondering if I need to replace the transmission assembly.  The assembly rocks back and forth to engage, correct?  Thanks for any help you might have for me,

The repair manual is availble on Toro's website.  Those transmissions are pretty reliable.  Most of the problems stem from the geared wheels, the teeth wear out, or the pins in the shift fork get dirty and bind. The cables will also stretch and need to be adjusted after a few years.

We work on a lot of these mowers, generally just tune-ups, and for the quantity we see there are very few that have internal transmission problems.

I would start by removeing the wheels and inspecting the external parts to make sure they are working.  Reference the manual for inspecting/repairing the transmission...it's one of the best manuals I've used.
