Small Engines (Lawn Mowers, etc.): governor, carburetor, dynamo

sir i have made a generator with the help of an engine TOYOTA 16 Valve 5A type and a 15Kw three phase Dynamo coupled with each other now i have a problem with the governor it is a local made worst quality governor it stuck up and engine get raced (accelerated) so much that the voltage exceed 500 volts so many times i adjust the governor but the fault remains the same now i want to design electronic governor for my self plz HELP me in this regard. How can i make electronic governor?
