Small Engines (Lawn Mowers, etc.): Toro Snow Blower Paddles, unit model, snow blower

Question
How do you change the paddles on a Toro CCR 1000 snowblower? There are some bolts on the outside edge of the paddle that can't be reached. I don't want to just start tearing it apart to get the paddle axle out, but it looks like that may be the only way. Thoughts?
